The Rajiv Yuva Vikasam Scheme 2025  was introduced by the Telangana government. It is to promote the economic empowerment and entrepreneurship among the youth from marginalised communities, including SC, ST, BC, Minority, and EBC /EWS groups.

The state has launched the official TSOBMMS portal (tsobmms.cgg.gov.in) to facilitate easy access and streamline the application process. Eliminating the need to visit government offices this online platform enables eligible citizens to apply for the scheme from the comfort of their homes.

It was implemented through the respective community welfare corporations. The scheme also provides concessional subsidised loans of up to ₹4 lakh to support youth in starting their own businesses.  It offers financial assistance and promotes self-employment. The initiative also aims to enhance the economic self-sufficiency and entrepreneurial capabilities of Telangana’s youth.

Online Application Process at tsobmms :

  • Go to the official TSOBMMS portal to begin the online application process for the Rajiv Yuva Vikasam Scheme.

  • On the homepage of the website click on the link titled “Apply Rajiv Vikasam Online”.

  • On your screen a new application form will appear.

  • Enter all the required personal and identification details such as :

    • Name (as per Aadhaar)

    • Aadhaar Number

    • Ration Card Number

    • Beneficiary Type

  • Upload scanned copies of all the supporting documents and carefully review the application.

  • Finally submit the application by clicking on the “Submit” button.

Offline Application Process :

  • To download the Rajiv Yuva Vikasam Scheme Application Form from the official portal.

  • Now take a printout and fill in the form manually with accurate details.

  • Provide all information required such as:

    • Corporation Name

    • District & Mandal/Municipality

    • Aadhaar-linked details (Name, Father’s Name, Date of Birth)

    • Attach all required documents

  • At your respective Mandal office (MPDO Praja Palana Seva Kendralu) or Municipal office, submit the completed form and documents.

Mandal-Level Verification Process :

  • The Mandal-Level Screening Committee :

    • Verifies all documents and eligibility of the applicant.

    • Evaluates the ease of the chosen self-employment scheme.

    • Creates a list of all the eligible candidates for further processing.

  • For banking related schemes :

    • The list is then forwarded to the respective banks to check for loan eligibility, verification and approval.

  • For non-bank related schemes:

    • The list is then forwarded to the district-level officers of the concerned corporation.

  • Including bank details the verified list is submitted to the District-Level Committee.

District-Level Verification and Approval :

  • The District-Level Committee is accountable :

    • To ensure the formation of selection committees at the Mandal level.

    • To approve the final list of beneficiaries based on district-wise targets.

    • To avoid duplication of similar schemes within the same village.

    • To organize orientation training (1–15 days) before implementation.

    • To coordinate with hand-holding/support agencies for sustainability.

  • The District Collector is responsible for :

    • Issues with the final sanction after obtaining approval from the Minister in charge.

    • It convenes a consultative meeting to expedite loan disbursement.

    • It oversees ongoing monitoring of loan release and scheme implementation.

Training and Orientation for Beneficiaries :

  • Before launching their business, all the selected applicants must attend Entrepreneurship Development Program (EPD) training.

  • Duration of the training : 1 week to 15 days.

  • Training sessions are usually conducted by registered and recognised institutions covering :

    • Business management

    • Sector-specific skills

    • Financial planning

  • According to the line of activity selected by beneficiaries, the District Collector will prepare a calendar for batch-wise training sessions .
