The Kerala Paddy Procurement Scheme, which started on February 12, 2017, is run by the Kerala State Civil Supplies Corporation and aims to guarantee fair prices for farmers’ paddy. To take part in the scheme, farmers need to register online at supplycopaddy.in. Registration opened on August 1, 2017, and closed on September 20, 2017, so farmers should register promptly to avoid any last-minute complications.

Announcement Before Onam :

Farmers were promised Rs 7.92 per kg, which includes the state share and handling fees of 12 paise, to deposited in their bank accounts prior to Onam.

The payment transfer was halted on August 25 due to government offices being closed for five consecutive days for Onam holidays.

Payment Distribution Process :

a. The payment distribution involves both central and state shares. The central share is transferred to Supplyco’s account after procurement and supply to the central pool.

b. Delays in the central share have led Supplyco to offer complete payments to farmers as bank loans, based on the Paddy Receipt Sheet (PRS).

c. Supplyco is responsible for repaying the loan along with interest, imposing no burden on the farmers.

Bank Loan Complications :

  • Banks were reluctant to issue loans due to Supplyco’s depleted account.
  • To address the delay, the state government released Rs 180 crore.
  • Rs 72 crore was sent directly to farmers, while Rs 108 crore was credited to Supplyco to facilitate bank loans.
  • Initially, cooperative banks provided loans, but now district cooperative banks, grameen banks, and Kerala Bank have become involved.
  • New agreements have established with SBI, Canara Bank, and Federal Bank after negotiations.
  • Canara Bank has disbursed Rs 38.32 crore.
  • SBI has released Rs 42 lakh to date, with further amounts expected soon.
