Indian citizens who are both physically and financially able to undertake the Haj pilgrimage may apply for Haj 2025 (Hijri 1446), in accordance with the established guidelines and the directives issued by the Kingdom of Saudi Arabia (KSA) for that year. The KSA may alter these guidelines or even cancel the pilgrimage, either partially or entirely, based on prevailing conditions at the time.

In such cases, the Haj Committee of India (HCol) will not responsible for any changes in eligibility criteria, cancellation of the pilgrimage, or any associated financial or other repercussions resulting from KSA’s decisions. The final cost of Haj 2025 will determined after securing the necessary services both in India and Saudi Arabia. Applicants should ensure they meet all eligibility requirements and have the means to undertake the pilgrimage before applying.

How to Apply for Hajj 2025 ?

Application Process :

  • Haj applications are to submitted online only.
  • No processing fee will charged at the time of application.

Submission Details :

Application Platform : Apply online at HCoI’s website (www.hajcommittee.gov.in) or via the “HAJ SUVIDHA APP.”

Documents to Upload :

  • First and last pages of the machine-readable valid Indian International Passport.
  • Latest passport-size photograph.
  • Copy of a cancelled cheque or bank account passbook of the Cover Head.

Address Proof :

If the address matches the passport, submit a copy of the passport.

If not, submit a self-attested copy of one of the following:

  • Aadhaar Card
  • Bank Passbook
  • Election Commission Photo ID Card
  • Recent utility bills (electricity, telephone, water, or gas).

NEW HAJJ POLICY 2025 

Haj Seats Allocation

  • Quota Distribution: 70% of seats go to the Haj Committee of India (HCoI) and 30% to Haj Group Organizers (HGOs).
  • Annual Agreement: The Government of India (GoI) and Saudi Arabia agree each year on the number of Haj seats available.

Eligibility Criteria

  • Once in a Lifetime: Those who have gone on Haj with HCoI cannot apply again.
  • Age Requirement: Pilgrims aged 65 and over must have a companion.
  • Companion Guidelines: Women must have “Mehrams” aged 18-60; women traveling with those 65+ need a companion aged 45-60.

Haj Suvidha App

  • Purpose: The app helps pilgrims with training, accommodations, emergency numbers, and feedback.
  • Familiarization: Pilgrims are encouraged to learn how to use the app.

Haj Application Forms

  • Availability: Haj Application Forms (HAFs) can be filled out online at the HCoI website and are also mobile-friendly.

General Eligibility

  • Requirements: Applicants must have a valid Indian international passport and meet health standards.
  • Exclusions: Past Haj pilgrims (with some exceptions), those with serious medical issues, and individuals without proper documentation cannot apply.

Ladies Traveling Without Mehrams

  • Group Travel: Women aged 45 and older without a male companion can travel in groups of four or more.
  • Single Women: Can apply, and arrangements will be made for their stay.

Cover Size

  • Family Composition: Each cover can have 1 to 5 adults and up to 2 infants. Larger families need to submit extra applications.
  • Infant Charges: Infants under 2 years are charged 10% of the airfare.

Cover Composition

  • Family Only: Applications must include only family members or close relatives.
  • Head of Cover: Responsible for payments; changes can be made in special cases like death or health issues.

Solemn Declaration for Applicants Aged 65 or Above

  • Priority Allocation: Applicants aged 65+ get priority for seat allocation.
  • Draw of Lots: If there are too many applications, a random draw will decide who gets the seats.
  • Required Declaration: A formal declaration is needed; missing or incomplete forms will be rejected.

Solemn Declaration for General Category

Order of Priority for Seat Allotment

  • Category 1: Applicants aged 65 and older, including Ladies Without Mehram (LWM).

Registration for Applicants Aged 65 or Above

  • Companion Requirement: All pilgrims aged 65 and older must have a companion; lone registrations are not allowed.

Distribution of Quota

  • HCoI Allocation: 70% of India’s total Haj quota goes to HCoI.
  • State Quota Process:
    • Seats for State Haj Inspectors (SHIs) are taken out first.
    • The remaining seats are divided based on the Muslim population ratio.
 Qurrah (Draw of Lots):
  • Random Selection will be done online for states or UTs with more applications than their available spots.
  • Applicants who are selected or placed on a waitlist will be notified after the draw.

Principles of Qurrah :

Priority Categories :

  • First: Individuals aged 65 and older, including Ladies Without Mehram.
  • Second: Ladies Without Mehram under 65.
  • Third: General Category.
  • Separate waiting lists will be created for each priority category.

General Wait List :

  • For states or UTs with too many applications, a different draw will occur for those exceeding the allowed number.
  • Selected pilgrims must notify the Haj Committee about any cancellations. Wait-listed pilgrims will be contacted as spots open up.

Rules for Cancellations and Refunds:

  • Cancellations are allowed only for reasons of death or serious illness.
  • Other cancellations will result in penalties according to HCoI rules.
  • Refunds will be processed by HCoI within one month after cancellation.

Payments by Pilgrims:

  • Pilgrims selected provisionally must use their unique bank reference number for all payments made to the State Bank of India.

Cancellation Process:

  • A cancellation letter must be submitted to the appropriate State or UT Haj Committee by the selected pilgrims.
  • Late submission of required documents or payments will lead to cancellation of selection.

Accommodation Arrangements:

  • Accommodation must be booked in advance through the Consulate General of India in Jeddah.
  • Eligible pilgrims may stay in Rubat free of charge, or be reimbursed.

Medical Screening and Fitness Certificate:

  • Pilgrims are required to undergo a medical check-up and obtain a Fitness Certificate from a government doctor.
  • The Health Certificate will also include information about necessary vaccinations.
  • Additional health screenings will be conducted for pilgrims aged 60 and older due to higher health risks.

Health and Training (HAT) Card:

  • Pilgrims will receive a HAT Card and Haj Guide after they submit the advance payment slip.
  • A meningitis vaccination certificate must be included in their HAT Card.

Oral Polio Vaccination:

  • An oral polio vaccine must be given six weeks before leaving.
  • A polio vaccination certificate must be present on the HAT Card.

Embarkation Points (EPs):

  • Pilgrims need to choose two preferred embarkation points in order of priority.
  • A list of cities for Haj-2025 includes places like Srinagar, Mumbai, and Delhi.
  • The Ministry of Minority Affairs (MoMA) can change passengers’ assignments if needed for safety or efficiency.
  • Other airports may also be listed as embarkation points with the right approvals.

Duration of Stay in Saudi Arabia :

  • Pilgrims can stay for up to 40-45 days, depending on flight schedules set by the General Authority of Civil Aviation in Saudi Arabia.

Accommodation :

  • In Makkah, places to stay are rented for the entire Haj season, not by the day. Prices are the same for all pilgrims.

Refund Policy:

  • No refunds are offered based on how long someone stays.

In Case of Death:

  • If a pilgrim passes away from natural causes or an accident, burial will follow local customs in Saudi Arabia.
  • The original death certificate will be sent to the deceased’s family by the Indian Consulate in Jeddah after the Haj season.

Adahi (Qurbani):

  • Adahi can only be done through approved organizations in Saudi Arabia to avoid fraud.
  • All members of a group must agree to participate together in Adahi; this decision cannot be changed.
  • The Haj Committee of India will provide instructions on Adahi, including coupon details.

Legal Status of the Pilgrim:

  • The Haj Committee of India (HCoI) works on a no-profit, no-loss basis, collecting only what is needed for services.
  • HCoI is not covered by the Consumer Protection Act, so pilgrims cannot seek compensation for service issues.

State Haj Inspector (SHI):

  • SHIs are chosen from all states and territories and help the Indian Consulate in Jeddah assist pilgrims.

General Eligibility for Hajj 2025 :

Haj is mandatory for Muslims who are physically and financially capable. Pilgrims must meet Saudi guidelines for physical, behavioral, and mental fitness.

Exclusions :

Passport Requirement : Must possess a machine-readable valid Indian International Passport issued before the closing date for Haj applications and valid until at least 15.01.2026.

Haj Repeaters :

Those who have performed Haj previously through HCoI are generally excluded, except for :

  • Mehrams for female pilgrims.
  • Companions for pilgrims aged 65 or older.
  • Companions for pilgrims with benchmark disabilities.

False Information : Individuals providing false information will disqualified, de-boarded at the embarkation point, and have their deposit forfeited. They may also face prosecution for false declarations, including concealment of prior Haj performance.

Severe Medical Conditions : Individuals with severe medical conditions such as terminal cancer, advanced cardiac, respiratory, liver, kidney diseases, infectious tuberculosis, or senility are excluded.

Ladies Without Mehram : Women not accompanied by a Sharia Mehram are generally excluded, except under specific conditions outlined in the Haj Policy for Haj 2025.

Documents Required :

1. Passport :

  • Must have a machine-readable valid Indian Passport issued before the application closing date.
  • MEA has instructed Regional Passport Offices to facilitate passport issuance for Haj pilgrims.

2. Bank Account:

  • A bank account in the name of the Cover Head is required for the application and potential refunds.
  • Ensure the account is updated to receive refunds digitally via RTGS /NEFT.

3. Mobile Number:

  • Provide a correct working mobile number for receiving Haj-related information via SMS /voice messages.
  • Download the “HAJ SUVIDHA APP” and use the same mobile number in KSA with international roaming activated for accessing services.
  • Messages do not guarantee seat allocation if deadlines are missed.

4. Aadhaar Card : Not mandatory but recommended to fill details in the specified column in the Haj Application Form for convenience.

DISTRIBUTION OF QUOTA for Hajj Application :
Stage Description
Stage I – 70% of the total Haj quota from the bilateral agreement with KSA is allocated to HCoI.
– The remaining 30% is allocated to HGOs.
Stage II – From HCoI’s quota, seats are subtracted for State Haj Inspectors (one SHI per 150 pilgrims).
– Remaining seats are distributed to States and UTs based on their Muslim population.
Stage III – Quota distribution among States and UTs is done through a qurrah (draw of lots).
– Surplus seats from under-utilized quotas are handled in subsequent stages.
Stage IV – Surplus seats are first used to provide up to 500 seats for Mehram.
– Any remaining surplus is allocated up to 2,000 seats to Jammu and Kashmir.
– Additional surplus seats are distributed among States and UTs with 500 or fewer HAFs, in ascending order of number of applicants.
– States/UTs with up to a 5% increase in applications from the previous year receive a restricted quota of up to 500 seats.
Stage V – Any remaining surplus seats after Stage IV are allocated to States and UTs in proportion to the number of applications received.
General Information :

Haj Committee of India (HCoI) Responsibilities :

  • Under the Haj Committee Act, 2002, HCoI coordinates Haj arrangements within India with other stakeholders.
  • The Consulate General of India (CGI) in Jeddah is responsible for arranging services and addressing grievances for pilgrims upon arrival in Jeddah/Madinah Munawwarah and during their stay in KSA.
  • The Ministry of Civil Aviation (MoCA) handles air charter arrangements for pilgrims and their belongings during transit.
  • The Ministry of Health and Family Welfare (MoHFW) provides vaccines and medical assistance during the Haj period.

Administrative Relations : HCoI maintains administrative relations with State/Union Territory Haj Committees (SHCs) concerning Haj operations, but not with private individuals, agencies, or associations.

Payment Information :

  • Payment details for pilgrims will announced on HCoI’s website and communicated via SHCs and SMS.
  • Pilgrims should avoid paying any private individuals or agencies claiming to represent HCoI. Any such incidents should reported to the Chief Executive Officer of HCoI via  post, email ([email protected]), or FAX (022–22630461).

Shia Pilgrims : Shia pilgrims choosing JOHFA as Meeqat must indicate this preference when applying. An additional fee will apply, with the amount to notified later.

For Applicants Aged 65 or Above :

Companion Requirement :

  • Pilgrims aged 65 or above must have a companion; they cannot registered alone.
  • For LWM pilgrims aged 65 or above, a female companion aged 45-60 is mandatory.

Companion Criteria :

Non-LWM Pilgrims :

  • Companion must an immediate relative (husband, wife, brother, sister, son, daughter, son-in-law, daughter-in-law, grandson, granddaughter, nephew, or niece).
  • The companion must aged 18-60 on the application closing date.
  • Neither the pilgrim nor the companion can travel alone.

Special Cases :

  • If a husband and wife, both aged 65 or above, are traveling together, they are allowed two companions.
  • Companions must blood relatives and aged 18-60 on the application closing date.
