The Citizen Portal of Odisha Police, which was launched with considerable enthusiasm four years ago to enable people to lodge complaints online, has reportedly seen minimal traffic, as indicated by recent data obtained through a Right to Information (RTI) request. According to the RTI response, applicants have shown a preference for physically visiting police stations to avail services such as filing complaints, obtaining copies of First Information Reports (FIRs), and seeking permissions for events or protests.

In October 2015, Chief Minister Naveen Patnaik officially inaugurated the Citizen Portal as part of the Crime and Criminal Tracking Network & Systems (CCTNS) project. The State Crime Records Bureau (SCRB), which serves as Odisha Police’s nodal agency for CCTNS implementation, is tasked with overseeing the management of the Citizen Portal.
