An all-India strike called the “Bharat Bandh” is scheduled to be held on August 21 due to a recent Supreme Court verdict on creamy layer reservations in SC and ST communities. Different Dalit groups across India have called for this bandh and are planning demonstrations against it. There will be a nationwide shutdown in India called Bharat Bandh on August 21, which is tomorrow. This bandh is in response to the Supreme Court’s judgment on creamy layer reservations among Scheduled Castes (SC) and Scheduled Tribes (ST). Several Dalit organisations from all over the country will demonstrate against this step.

Why is There a Bharat Bandh ?

On Tuesday, the Supreme Court delivered a verdict allowing the creation of a creamy layer within the SC/ ST reservations. The court stated that reservation benefits should prioritize those who truly need them. In response, the Reservation Bachao Sangharsh Samiti has called for a Bharat Bandh, demanding that the Supreme Court revoke this decision.

  • Supreme Court Ruling : In relation to creamy layer—rich people within SC/ST individuals, their privileges of reservations or benefits could be affected by such a ruling thereby causing dissatisfaction in Dalit organisations.

2. States with More Searchers: It is worth noting that Rajasthan, Madhya Pradesh, Bihar, Jharkhand and Chhattisgarh have high searches related to Bharat Bandh.

BSF Secretary Satish Chandra Mishra Makes an Appeal :
  • Satish Chandra Mishra requested BSP workers to participate in the August 21 Bharat Bandh stressing sub-categorization protest.
  • He also stressed that it important for BSP workers to take part in bandh peacefully under BSP’s blue flag with elephant logo.

  • Lateral entry in UPSC refers to the direct recruitment of private sector professionals to senior government positions, such as Joint Secretary, Director, or Deputy Secretary.
  • The goal is to bring experts into the administration and maintain competition.

Recent Developments : On August 17, the central government announced vacancies to recruit 45 officers through lateral entry.

Will Reservation Apply in Lateral Entry ?

1. Reservation Policies : According to Amit Malviya, BJP IT cell head, the same reservation rules that apply to other UPSC exams will be implemented for lateral entry vacancies.

2. Government’s Clarification : The Department of Personnel and Training (DoPT) clarified in an RTI response that reservations in government jobs are applied through the 13-point roster system.

What is the Roster System ?

Roster System Breakdown :

  • Every 4th position reserved for OBC.
  • Every 7th position reserved for SC.
  • Every 14th position reserved for ST.
  • Every 10th position reserved for EWS.

Reservation does not apply to recruitments with fewer than three positions.

Government Strategy : The government has utilised legal technicalities to issue advertisements for fewer than three positions across various departments, thus bypassing reservation requirements.

Current Status : The government has now canceled the lateral entry recruitment process of UPSC.
