The Atal Mission for Rejuvenation and Urban Transformation (AMRUT) aims to enhance the quality of life for everyone, particularly the poor and disadvantaged. This flagship government initiative focuses on improving urban infrastructure across India. Deputy Chief Minister and Finance Minister Diya Kumari presented the Rajasthan Budget for 2024–25 on Wednesday, delivering her first comprehensive budget. Previously, she had presented a Vote on Account in February.

AMRUT 2.0 Scheme :
  • Urban water supply systems in 183 towns / villages at a cost of ₹5,180 crore over 2 years.
  • Urban sewerage projects in 32 towns costing ₹127 crore.
  • Service reservoir construction and pipeline work from Nalsarovar to Nojarghati / Kothari for Udaipur city water needs.
  • Major urban water supply schemes for Tonk, Dholpur, Karauli, and Alwar with an expenditure of over ₹50 crore each.

Urban and Rural Water Supply : Various projects for water supply and pipeline work.

Hand Pumps and Tubewells : Installation of 20 hand pumps and 10 tubewells in each constituency over 2 years.

CETPs and STPs : Construction and operation in urban and industrial areas.

Budget Estimates for the Year 2024-25 :

  • Fiscal Deficit: ₹70,947 crore, which is 3.93% of the GSDP

  • Inclusive Development : Focus on “Sarvajan Hitaya” and water management.
    • Water Mission : ₹15,000 crore expenditure to provide tap water to 25 lakh rural homes.
    • Water Mission Projects : Work on 6 major water supply projects costing around ₹20,370 crore.
Who can apply for Amrut Scheme ?
  • Cities and towns with a population of one lakh or more as per the 2011 census, with notified municipalities, are eligible.
  • State and Union Territory (UT) capital cities or towns that do not meet the above population criteria are also eligible.
  • Cities and towns designated as Heritage Cities under the HRIDAY Scheme by the Ministry of Housing and Urban Affairs.
  • Thirteen cities and towns located along the main stem of rivers, with a population between 75,000 and one lakh, are eligible.
  • Cities from hill states, islands, and tourist destinations, with only one city per state, can be selected under the AMRUT scheme.

Whats New in Amrut 2.0 ?
Energy – 10-Year Plan for Power Supply :
  • Aim to ensure necessary energy production for demand.
  • By 2031-32, produce 20,500 MW from conventional sources and 33,600 MW from renewable energy sources.
  • Expenditure of ₹2,25,000 crore by 2031-32 to meet energy demands.
  • Development of solar parks in Bikaner, Jaisalmer, and Barmer.
  • Plan to provide electricity to every home and farm.
  • Solar village initiative in every district under the PM Kusum Yojana.
  • Connect all government offices to solar energy.
  • Domestic connections to over 2,08,000 houses in 2 years.
  • Establish GSS of different capacities.
Roads – Road Infrastructure :
  • Construction of 53,000 kilometers of roads in 5 years with an expenditure of approximately ₹60,000 crore.
  • Development of State Highways, bypass roads, flyovers, elevated roads, ROBs and RUBs, high-level bridges with an expenditure of around ₹9,000 crore.
  • Construction of 9 Green Field Expressways spanning over 2,750 kilometers.
  • Repair and improvement of 1,343 damaged roads and bridges with an expenditure of ₹644 crore over 2 years.
Urban Planning and Infrastructure :
  • Introduction of the ‘Rajasthan Regional and Urban Planning Bill-2024’ focusing on peri-urban areas.
  • Allocation of ₹500 million for Wi-Fi enabled Libraries and Co-working Stations.
  • Implementation of underground dustbins with a budget of ₹150 million.
Waste Management and Environment :
  • Establishment of 71 Processing Plants for solid waste management.
  • Setting up a Material Recovery Facility with an investment of ₹86 million.
  • Legacy Waste Remediation projects costing ₹131 million.
Infrastructure Development :
  • Initiatives for drainage, street lighting, and other urban amenities costing over ₹300 million.
  • Construction of Bio /Pink Toilet Complexes.
Transport and Connectivity :
  • Development of 650 hectares for city transport under the GCC model with 300 electric buses.
  • Establishment of modern Shelter cum Charging Stations.
Policy and Governance :
  • Policies promoting Ease of Doing Business (EoDB) and Sustainability.
  • Introduction of Export Promotion, Garment and Apparel, and Warehousing Policies.
