Reasons for the Increase in Cybercrime :
- Rapid Digitalization : The growing reliance on digital technology by people and businesses presents opportunities for cybercriminals.
- Large Internet User Base : With over 950 million internet users, India offers a tempting target for cyberattacks due to the high volume of potential victims.
- Inadequate Cybersecurity Infrastructure : Many organisations, especially smaller ones, have underdeveloped cybersecurity measures, making them easy targets.
- Insider Threats : The misuse of sensitive information by employees is a major worry, particularly in businesses.
- Vulnerable Payment Systems : The rise of digital payments, such as UPI transactions totalling Rs 20,64,000 crore in 2024, increases the risk of financial crimes like phishing and online scams.
- Low Digital Literacy : Limited public awareness and varying levels of digital skills among countries create a vulnerable setting for cyber threats.
Cyber Commandos – India’s New Digital Defenders :
India is preparing to tackle the growing threat of cybercrime by creating a specialised Cyber Commando unit. These trained officers will focus on protecting the nation’s digital systems and preventing cyberattacks. This initiative is part of a larger effort to enhance India’s cybersecurity capabilities, with training expected to start soon at leading institutions.
- Creation of Cyber Commando Force : A dedicated Cyber Commando unit will be formed from police forces across states, Union Territories, and central police agencies.
- Purpose : The Cyber Commandos will protect essential infrastructure and fight against the increase in cybercrime nationwide.
- Origin of the Initiative : The establishment of this unit follows a suggestion from Prime Minister Narendra Modi during the DGP/IGP Conference, where he highlighted the necessity for a skilled team to tackle cyber threats.
Role of the Cyber Commandos :
- Selection Process : Commanders will be selected based on their skills in IT, digital forensics, and cybersecurity.
- Main Duties :
- Protect the country’s information technology networks.
- Carry out investigations in cyberspace.
- Address the cybersecurity requirements of police and government bodies.
- Proactively identify and eliminate potential threats.
- Preventive Measures : These commandos will not just react to cyberattacks but also focus on thwarting them by safeguarding vital digital systems and collaborating on defence strategies.
Training for Cyber Commandos :
- Training Institutions : Leading institutions, including Indian Institutes of Technology (IITs) and Indian Institutes of Information Technology (IIITs), will conduct the training.
- Featured Institutes : IIT Kanpur, IIT Madras, IIT Kottayam, and IIIT Naya Raipur will be involved.

- Training Content : The curriculum will cover digital forensics, cybersecurity frameworks, and responses to incidents.
- First Group : The initial group of 350 personnel will start their training soon, with selections made from various police ranks.
Need for Cyber Commandos :
- Surge in Cybercrime : The rise in cyberattacks and fraud has led to a significant increase in incidents of cybercrime in India.
- Financial Losses : In 2023, cyber fraud cost Indians approximately ₹7,488.6 crore, with Maharashtra and Telangana among the hardest-hit regions.
- Role in Defense : Cyber Commandos will be essential in preventing cyberattacks and reducing financial damages.
- Vision : The aim is to establish a skilled team responsible for safeguarding infrastructure, responding to incidents, and handling digital forensics at both the state and national levels.
Government’s Broader Cybersecurity Initiative :
- Cyber Commandos in a Larger Context : The formation of the Cyber Commando unit is part of a wider strategy to bolster India’s cybersecurity infrastructure.
- Samanvaya Platform : This web-based platform will facilitate real-time sharing of cybercrime data among state and central authorities, enabling coordinated responses.
- Cyber Fraud Mitigation Centre : A new initiative focused on tackling financial fraud in the digital space, working with banks, telecom companies, and IT firms to prevent cyber scams and allow for quick responses.
Effects of Cybercrime :
- Financial Losses: Cybercrime leads to substantial financial losses for both individuals and organizations. This occurs through the theft of funds, various fraudulent activities, and the expenses involved in restoring compromised systems.
- National Security Concerns: Cyberattacks that target government agencies, critical infrastructure, or defense systems, often driven by geopolitical motives, pose serious threats to national security.
- Data Breaches: Unauthorized access and theft of sensitive information result in compromised confidentiality of personal and financial data. This can cause reputational damage and lead to possible legal issues.
- Disruption of Services: Cyberattacks can interrupt essential services and critical infrastructure, impacting businesses, government operations, and individuals.
- Loss of Intellectual Property: Companies face losses from the theft of intellectual property, trade secrets, and proprietary information, which weakens their competitiveness, stifles innovation, and causes economic damage.
Government steps for cybersecurity:
- Information Technology Act, 2000: The IT Act includes provisions addressing hacking and cybercrimes, specifically in sections 43, 66, 70, and 74.
- Indian Computer Emergency Response Team (CERT-In): This body regularly issues alerts and advice regarding the latest cyber threats, vulnerabilities, and measures to safeguard computer systems and networks.
- National Cyber Coordination Centre (NCCC): The NCCC was created to enhance awareness of current and potential cybersecurity threats, enabling timely information sharing and proactive actions.
- Cyber Swachhta Kendra: This center focuses on detecting malicious programs and provides free tools for their removal, thereby improving cybersecurity.
- Bharat National Cyber Security Exercise 2023: This initiative helps strategic leaders understand cyber threats, evaluate readiness, and build skills in managing cyber crises and fostering cooperation.
Conclusion : India’s primary concern is to protect its cyber infrastructure as it continues to adopt digital innovations. The growing reliance on technology has highlighted a number of cybersecurity risks, underscoring the importance of cybersecurity for national security. Most cybercrimes involve international jurisdiction and transcend borders. Therefore, data localisation becomes essential to ensure that Indian individuals’ data can be quickly accessed by law enforcement.
