Under the Chief Minister Ayushman Jeevan Raksha Yojana (MADBY 2024), people who help transport injured individuals to the nearest hospital will receive a reward of ₹10,000. To qualify for this benefit, the person (who helped) must voluntarily provide their identification. The required information includes their name, age, gender, address, mobile number, ID proof, bank account number, IFSC code, and MLC number, which will noted by the Casualty Medical Officer (CMO) in the emergency room.   • The Chief Minister Ayushman Jeevan Raksha Yojana has been created to address the urgent need for medical care for people injured in road accidents.

Financial Reward :
  • The person, who take injured individuals to the nearest medical facility will receive a cash reward of ₹10,000.
Implementation :
  • The Department of Medical and Health Services will oversee the execution of this scheme.
  • Funding for the scheme will come entirely from the Road Safety Fund.
Eligibility for Benefits :
  • Person who quickly transport injured persons to either state or private hospitals will qualify for rewards.
Exclusions :
  • Ambulance personnel, police officers on duty, and relatives of the injured are not eligible for rewards under this scheme.
Identification Process :
  • To receive benefits, the person (who helped) must provide their identification voluntarily.
  • The Casualty Medical Officer (CMO) will collect information such as name, gender, address, mobile number, ID proof, bank account details, IFSC code, and MLC number in Annexure-1.
Additional Documentation :
  • In serious accident cases where police or magistrates are present, they may also record details in Annexure-1 if the person (who helped) provides their information.
Respectful Treatment :
  • The person (who helped) will treated respectfully and can leave the hospital as they wish.
Rewards for Serious Injuries :
  • Those who assist individuals with serious injuries will receive a ₹10,000 reward along with a certificate of appreciation.
  • If multiple people assist, the reward and certificate will shared equally among them.
  • The CMO will determine if an injury is serious based on immediate medical needs or hospital admission.
Rewards for Minor Injuries :
  • For minor injuries, the only reward for the person (who helped) will a certificate of appreciation.
Recommendation and Disbursement :
  • Hospital officials must email recommendations for rewards to the Director (Public Health) within three days.
  • Rewards will transferred directly to the person’s (who helped) account within two working days through DBT, and certificates will sent via speed post or electronically.
Budget Allocation :
  • A set portion of the Road Safety Fund will managed by the Secretary of the Medical and Health Department.
  • The Secretary will allocate an annual budget of ₹5 crore to the Director (Public Health). with additional funds available as needed without requiring separate approvals.
Complaint Resolution :
  • Complaints at the district level will addressed by the Chief Medical and Health Officer within 15 days. If not resolved, the Joint Director (Medical and Health Services) will serve as the final authority.
Action Against Misuse :
  • Any misuse of the scheme by hospitals will investigated. handled by the district collector or Chief Medical and Health Officer, with legal actions taken as necessary.
